New rubber clothing has a fine talc layer for manufacturing reasons. After cleaning and in the unpolished state, rubber is matt. The characteristic shine is obtained after a treatment of your garment with a rubber polish. You can find useful information on the handling of rubber products under Care instructions & repairs.
